 MINUTES OF THE

 HIGHLAND OAKS HOMEOWNERS ASSOCIATION

 A regular meeting of the full association membership of the above association was called to order on August 21, 1997 at  7:20 p.m. by president Steve Hammel. It was held in the original model home at the corner of Inverness and Highland Oaks Drive, New Albany, Indiana.

The main purpose for this meeting was to hold a vote regarding the neighborhood restrictions.

1.     QUORUM.  A quorum for the vote was declared present based on the presence of 60% of the existing homeowners (including 3 proxy votes).

2.     BASEMENTS REQUIRED. Steve Hammel put to a vote an item which was raised at a previous meeting, namely that basements will be a mandatory feature of every home built in Highland Oaks. Petitions for special exemptions may be filed for review and approved only by joint agreement of the Association’s special variances committee (of which the developer is a part). Residents voted to amend the neighborhood restrictions to state that all homes must include a basement unless excavation reveals a layer of rock/slate making it too costly or upon special approval by the variances committee.

3.     WELCOMING COMMITTEE. Jeanie Hammel, Janie Humphrey, and (possibly) Jody Doire will form the welcoming committee. They will try to prepare ideas for what to include in a welcome basket for new  Highland Oaks residents and present their suggestions at the next meeting. Dawn Johnson requested that the baskets include an invoice for Association dues. It was decided to try keeping the cost of the packets under ten dollars.

4.     BLOCK SALE. Residents were asked to plan for a possible neighborhood yard sale around the third Saturday of October. It was suggested that an Association picnic could be held that evening or the following Sunday afternoon.

5.     STREET SIGNS. Steve reported that he had been gathering pricing information for new street signs. Costs for the ones he found would likely amount to at least $1,000 per location.

6.     LOT CONDITIONS. Greg Snyder asked about enforcement policies regarding various lots around his house which are not being kept in order by the builders. He requested that the Association take some form of action such as notification to the builders that they are in violation of the restrictions.

The meeting ended abruptly at 7:45pm when a Realtor arrived and announced she was doing a repeat showing of the model home with a couple she felt sure was ready to purchase it.
