New Business: Robert opened the meeting with information regarding an attorney he has contacted, Steve Palmquist, to help guide in our efforts to reinforce the covenants for the neighborhood.  Two residents have volunteered to help form procedures; Robin Duvall asked if everyone was receiving their restrictions.  Possible street captains to watch for new neighbors; deliver copies to all residents.  We currently have 3 homes that owe  dues, 2 are paid for ˝ year.   Robert has placed liens on 2 properties for past due dues.  It was decided for 06 that dues are pd. By mid-Feb. or liens will be placed and an attorney involved.  Possible fines for habitual parkers on the streets.  The road connecting Highland Oaks Dr. to Charlestown was discussed and it was mentioned that once Northside Church’s sanctuary was complete, that road will be started.

Street captains were decided on except for 2 streets and Robert and Bridgett will handle getting those filled.       It was decided that those captains will be the “welcoming person” to new residents.

Vote Proposed and By:  Bruce Vale – Park benches

Motion Made By: Bruce Vale    Seconded By: Ken Curry

Discussion: Bruce will check with the city or parks dept. to see if we can get a break on price.  Possible 1 bench by year end.   17 for /  1 oppose.

Outcome:   The argument was our budget at year-end last year.   It was decided that we couldn’t do it this year due to finances.  No obj. to that outcome.  Robin Duvall suggested a possible committee formed to determine outcome – fund raiser to $$.
