 MINUTES OF THE

 HIGHLAND OAKS HOMEOWNERS ASSOCIATION

 A regular meeting of the full association membership of the above association was called to order on June 8, 1999 at  7:05 p.m. by secretary Byron Graham at the Clark County REMC building, Sellersburg, Indiana. The only officers present were the secretary and treasurer.

1.     PARK.  Thomas Schellenberg, a consulting engineer working with Silver Street Church of Christ asked about the possibility of using the park or a portion of it as a conservation area. The site on which the Silver Street Church is planning to build contains an area that is in a floodplain and is designated as a protected area. In order for them to build there, they must find another area where they can move the trees and set aside as a special conservation area for wildlife. He was not sure of all the details, nor of how much land they would need. He thought about 5 to 6 acres were needed and wondered if our park was a possibility. Residents expressed concern that it may prevent us from adding structures to the park in the future. More details are needed before a decision could be made. Someone pointed out that Greg Furnish still owned about 10-11 acres adjacent to Highland Oaks that might be another possibility for the Church to use.

2.     ASSOCIATION ISSUES.

-         A ‘Slow, Children’ sign was installed at Highland Oaks Drive & Weatherby Way.

-         Robert Headrick is still working on the landscaping bids but is not having much luck.

-         Several residents brought up the problems with dogs. Some reported seeing strays roaming loose, while others complained of finding ‘droppings’ in their yards. Suggested that we issue reminders via mailboxes to clean up after pets and of the leash restrictions.

-         Bev Hultman said that she would call residents to verify information listed in the directory prior to us printing an updated copy for all homes.

-         A question arose about the amended restrictions missing the section about fences (should be vinyl coated or better).

-         The Variances Committee has not been recognized by the developers because it was not formally voted on. Forms will be distributed via mailboxes to vote on making this an official committee.

3.     OFFICERS. Steve Hammel will be stepping down as president after this quarter.

The secretary and treasurer agreed to stay on until the new year. Forms will be distributed to solicit volunteers and nominations for a new slate of officers, the president and vice-president to take over at the end of summer and secretary and treasurer at the end of the year.

4.     VARIOUS OTHER. Several people expressed interest in having another neighborhood party. Volunteers will be sought to organize this event.

The meeting adjourned at 8:20pm. The next meeting will be held on September 14th
